ECOWAS Commission Job Vacancies: Communication and Institutional Relations Manager for West Africa Institute

The West Africa Institute (WAI) project, based in Praia, is a joint initiative of UNESCO, the Government of Cape Verde, the ECOWAS Commission, the UEMOA Commission and ECOBANK, In order to achieve the following objectives, WAI is seeking to recruit, COMMUNICATION AND INSTITUTIONAL RELATIONS MANAGER (1) ECOWAS citizens, for a period of six months, with possibility for renewal:

Objectives

▪ Improve the knowledge of the political scenarios and options on the regional integration of West Africa;
▪ Support the ECOWAS Commission and UEMOA Commission on issues related to research and make strategic recommendations on the regional integration;
▪ Intervene as an observatory for public policy application both at national and regional level;
▪ Reinforce, through research, education and public debate, the capacities of political, economic, social and cultural decision-making institutions, as well as the civil society stakeholders in relation to the various regional integration dimensions;
▪ Contribute for the reflection and analysis of the efforts in relation to regional integration worldwide;
▪ Approach researchers, political, economic, social and cultural decision-makers and civil society through organizing debates on themes of common interest and dissemination of the information;
▪ Promote interregional dialogue.

COMMUNICATION AND INSTITUTIONAL RELATIONS MANAGER (1)
Mission
▪ Plan and coordinate activities related to the strategy and the WAI information and communication services, with the objective of promoting and facilitating the regional integration in West Africa;
▪ Participate in the communication strategies definitions for the dissemination of knowledge and strategic recommendations and research results, through an editorial policy that favours the publication of dissertation, research reports and scientific journals on regional integration and related fields. Coordinate the Institute publishing activity;
▪ Promote the establishment of a research and dialogue network on regional integration at both national and regional levels;
▪ Develop the first WAI Communication Program, during the six months immediately following the recruitment. Mission
▪ Plan, organise, coordinate and run the unit activities;
▪ Implement the Institute’s policy on administrative, accounting, financial, patrimonial and human resources management (HR);
▪ Develop strategies, policies and procedures aimed at mobilizing financial resources for the institution;
▪ Assure good management of resources and its efficiency and profitability;
▪ Share best practices and that culture with other managers;
▪ Prepare within six months following the recruitment, the first action plan for the period 2010-2014.

Applicant’s profile:
▪ Higher Education in Telecommunications Engineering, Electronics, IT or other related to information system management or higher education in management with a strong background and/or specific training in Information and Communication Systems.
▪ Sound Knowledge of French and solid proficiency in English and Portuguese.
▪ Have a five-year proven experience in CIS project management.
▪ Be originated from an ECOWAS country or its Diaspora.

▪ Must hold a bachelor degree in Management, Accounting or other related fields;
▪ Have a 5-year experience in the following areas:
▪ Accounting/financial management
▪ Use of accounting software and HR management
▪ Proficiency on the following application programs: spreadsheets, word processors, databases, graphic programs and easiness to explore new programs.
▪ Be originated from an ECOWAS country or its Diaspora.
