Deloitte is leading a power sector transformation programme which has been established by a development agency to support reform within Nigeria’s power sector.
Key objectives of the reform programme include addressing gas to power challenges, competitive procurement of clean and conventional energy, utility distribution sector reform, and off-grid electricity access.
Ideally, the project will enable 10,000 MW of new-rehabilitated electricity generation capacity, and 3 million new electricity connections, enabling reliable and affordable electricity access to millions of people for the first time.
The Senior PPP Advisor will be responsible for advising Ministry of Power Works and Housing (MoPWH) leadership on prioritizing key power sector initiatives.
With his background in project finance, development, and assessment in Nigeria, the consultant is well positioned to provide important technical assistance to leadership in the sector.
The consultant will also be asked to review and comment on initial assessments that will lay the foundation for the project.
Position Responsibilities Under this Scope of Work, the consultant shall perform, but will not necessarily be limited to, the following tasks:
Inception Report: In the first two weeks, the consultant will meet with relevant members of the ministry to develop a priority projects list and work with the NPSP team to identify resources to support
Review of End-to-End Assessment: The consultant will review and comment on identified sections of the NPSP End-to-End Sector Assessment based on experience in Nigeria.
PPP Development Support: Assist ministry leadership in identifying and managing priority PPP initiatives that will bring new sources of funding to the sector.
Legal Review of Current Market: Support review to validate current stage of the Nigerian Electricity market relative to the ESRA.
